28. Indian Textile and Apparel Industry
The Indian textile and apparel sector is very critical to the Indian economy, as this sector accounts for around 8% of GDP, contributes 14% of the value addition in the manufacturing sector and more than 30% of the export earnings of the country. Besides, it is the single-largest employer with an estimated workforce of 35 million. Industrial liberalization in the domestic economy since 1991 has been followed by changes in the global environment. The abolition of licensing controls on the Indian industry and Uruguay Round negotiations resulting in a ten-year phase out of textile and apparel export quotas under the 'Agreement on Textiles and Clothing' (ATC) posed a great opportunity and challenge to the Indian industry.
Through the transitional process embodied in the ATC, this sector was fully integrated into WTO rules by January 1, 2005. In particular, the extensive and complex system of bilateral restraints came to an end, and importing countries are no longer able to discriminate between exporters by applying safeguard measures to individual countries. With the opening of textile and apparel markets in post-2004; the trade is set to offer opportunities as well as challenges to various players in world's textile and apparel markets. It can be termed as an opportunity as with the phasing-out of the quota system, restrictions in trade are removed, and wider access to world consumption markets is possible for manufacturers and exporters of textile and apparel. The phasing-out of quotas is perceived as a threat to the industry as an assured market based upon quotas linked with past performance or relationships, etc. is ruled out.
India has emerged as one of the main textile and apparel exporting countries in the Asian region, and is competing with China, Turkey, Bangladesh, Mexico, Korea and other Asian countries. This has made it necessary for the Indian textile and apparel industry to understand the opportunities and challenges in a WTO era. The strategies for being competitive in the WTO period are to be formulated with the assessment of opportunities as well as challenges.
This study provides understanding of areas where emphasis is required in a post-MFA scenario and where planning needs to be done for making the Indian textile and apparel industry competitive in world textile and apparel trade. The study is based on analyses of secondary data and primary data collection of survey of garment exporters, fabric manufacturers and buying houses. Garment exporters from all major manufacturing centers in India have been covered in the survey of garment exporters.
The respondents among garment exporters were drawn from among the top 500 garment exporters consisting of 2.37% of the total number of garment exporters registered with the Apparel Export Promotion Council. This study provides understanding of areas where emphasis is required in a post-MFA scenario and where planning needs to be done for making the Indian textile and apparel industry competitive in world textile and apparel trade. The study is based on analyses of secondary data and primary data collection of survey of garment exporters, fabric manufacturers and buying houses.
Garment exporters from all major manufacturing centers in India have been covered in the survey of garment exporters. The respondents among garment exporters were drawn from among the top 500 garment exporters consisting of 2.37% of the total number of garment exporters registered with the Apparel Export Promotion Council (AEPC). About 31% of the sample belonged to the top 200 garment exporters. There were 145 responses from garment exporters drawn from the Garment Exporter's list (AEPC, 2003) of top 500 exporters. The respondents among fabric manufacturers consisted of 69 respondents drawn from the mill sector (42% representation and of the unorganized sector (58% representation). Similarly, the sample consists of 38 respondents drawn from the list of 100 buying houses of AEPC. The findings of study are summarized below:
Opportunities in Post-MFA Period
T-shirts, men's shirts, women's blouses, women's dresses and trousers are categories with almost similar response from respondents showing a good future potential for them after quota removal. However, there are categories such as women's skirts and jackets where there are comparatively lesser expectations from buying houses for expansion of trade from India in the post-MFA period (Figure 1); garment exporters hope to have a good market for women's skirts too. The jacket category is not expected to be very important for India. Research findings also indicate that buying houses perceive imported fabrics as superior to fabrics from India.
This, coupled with the fact that a substantial percentage of the cost of garments is of the fabric, the Indian garment industry has an opportunity in categories where it has a good raw material base. The relative extent of expectations for each category by the respondents is depicted by the following radar diagram. The reasons can be attributed to the non-availability of fabrics for jackets and outerwear at competitive prices. Figure 2 shows that MMF and special woven fabrics have a high proportion in fabrics being imported into India. This affects pricing of the Indian apparel industry for these items in the world's markets.
Garment exporters have expressed their opinion that the value addition in terms of embroidery, printed and bead work followed by appliqu will provide growth opportunity in the post-MFA period for apparel trade. Buying houses indicate zari, bead work, Schiffli embroidery and printed as type(s) of value addition to become important in the post-quota period. The analysis reflects that embroidery, bead work and printed designs are common types of value addition in apparel items being indicated by garment exporters as well as buying nouses.
The study indicates that pure cotton followed by cotton/poly ester blend is the fiber composition with an emerging potential in the post-MFA period. Other synthetic fiber blends are also expected to provide opportunities in the post-MFA period. This response is associated with India's focus on pure cotton, and it is expected to continue. However, as indicated in Figure 3, higher growth in world trade is expected in MMF in comparison to cotton, while the fiber mix analysis of India's production The secondary research (Figure 5) indicates that world trade is moving towards processed fabrics, while India's trade is concentrated on gray fabrics, which leads to lower price realization. The analysis of composition of world trade indicates that around 73% of trade consists of processed fabrics, while India's trade is predominantly of gray fabrics (34% of trade).
The comparison of UVR (US$) for fabrics indicate (Figure 6) low price realization for the Indian fabric processing industry. It indicates less competitiveness of the Indian textile industry due to its focus not being on value added (i.e. processed) fabrics. and exports (Figure 3) indicates concentration on cotton. The findings of the survey of garment exporters and buying houses indicate (Figure 4) that mill-made fabrics are expected to become important in the post-quota period followed by knitted fabrics. Buyers are going to be more demanding due to the availability of more options in a competitive scenario leading to the requirement of better quality raw material for the apparel sector. This is further established through research that fabrics from the organized sector (mill made) are perceived to have better performance against most of the parameters, while making a sourcing decision by an apparel firm.

22. To open up small scale industry
Moving to liberalise small-scale industries (SSIs), the is all set to remove a restrictive clause in a 1951 law that prevented non-SSI players from setting up small units. The number of items reserved for small-scale industries will remain the same at 114 but the restrictive clause will go.
Speaking at the Idea Exchange hosted by The Indian Express today, Union Commerce and Industry Minister Kamal Nath said: “We are in the process of issuing a notification regarding SSIs’ reservation.
At present, no big industrial house, whether domestic or foreign, can have more than 24 per cent. That is being removed now. The idea is that our SSIs must have access to technology and capital.” The notification, under the Industrial (Development) Regulation Act of 1951, was tabled in Lok Sabha yesterday and in Rajya Sabha today. “This needs to be on the table of the House for 30 days,” Nath said. Once the notification clears Parliament, SSIs would only be defined on the basis of one definition — capital investments of up to Rs 5 crore in plant and machinery.
Explaining its implications, Nath said: “This is important because we have got to modernise our SSIs. It is not that some reservations that are there would go away. Excise and other benefits will remain. The SSI sector needs foreign equity.” “If today someone wants to set up an SSI unit and ancillary units, they cannot fund it because it is not allowed. Now there is no limit. They can own an SSI. FDI would be allowed, but it will be governed by the investment policy. So if a large industry is allowed 51 per cent in that sector, then they will also be allowed 51 per cent in SSIs as well.”
This move is important in the context of the government’s continuing efforts to move surplus labour from agriculture to industry. “The big challenge is no more generating or earning foreign exchange which was the case 15 years ago, but generation of employment. In the end, the question (about policies) is if they would multiply employment generation. In my view, any investment that generates additional economic activity is great,”.
